I agree with Santhosh. Following is my view on how the session should
look like. You are free to modify accordingly:
the session can be breakdown into three different sections-
1. Introduction (using a Presentation) -  Max 30 minutes
This may include the following topics -
* Why do we need localization in FOSS?
* How can we do localization - introduction to the various tools like
poedit, input methods - scim, xkb,
* How to communicate with the community - IRC, Mailing List, Bug Tracker
* Translation etiquette
* Language and style
* SMC's role in localization

2. Live Demonstration - 1 hour
In this section, we can show how to use various tools, how to commit
the translation and of course the end product of the translation

3. Question/Answer  - 30 minutes (may be this can be extended if required)
Clearing doubts, enquiries from the audience

May be we can also help to setup some software(like scim, poedit, ...)
if somebody comes with a computer.
