Praveen, you can do the following

open up a terminal
run 'su -'  ( This will prompt for a root password and put you into a
root shell )

run 'kwrite /etc/sysconfig/i18n'

The lines

GTK_IM_MODULE=scim
XIM_PROGRAM="scim -d"
QT_IM_MODULE=scim
XMODIFIERS=@im=SCIM

 _must_ be present in /etc/sysconfig/i18n for scim to be setup the way
i described. The quotes around "scim -d" are intentional.
