Mono is a open implementation of MS .NET - and it is cross platform,
like Java. The exe file you have seen is compiled for .NET runtime
environment. So if you have Mono in GNU/Linux or .NET in windoze, you
can run that application. Just don't get confused by the file
extension. If you rename the file to .xxe still it would run provided
the aforementioned conditions hold.
