The right bearing of chandrakkala has been brought back to negative by
reverting the commit.
Otherwise there would have been extra space between chandrakkala and the
next glyph, as seen here. http://i.imgur.com/MtuAeL2.png.

By reverting, this issue has been solved. See

Issues still exist when quotes occur after chandrakkala.
