Just a quick note that Artificial Speech Recognition is an extensively
researched area. Starting from scratch may not be such a good idea.

According to my wife, who is an expert in this area, the Kaldi
<http://kaldi.sourceforge.net/> toolkit provides some of the
state-of-the-art tools for speech recognition. So if you're really
interested, that may be a good starting point. However, you may need to
develop quite a bit of expertise before you can use the toolkit effectively
for new languages.
