[smc-discuss] Moving SMC Website to GitLab Pages

Letting gitlab host what's essentially a static website sounds like a neat
idea to me. Also to be noted that if at any point gitlab goes down, it's
trivial to host it ourselves (or switch to github, or anything :P) because
backups are automatically managed by git and several local mirrors.

Could be I'm missing something in the gitlab interface.

Meanwhile, wiki is now clean and devoid of all spam with all pages
hopefully working!
