The change that disabled Indian languages have been reverted in
development version
(https://cgit.freedesktop.org/xkeyboard-config/log/). It will be
available from next version of xkb-data/xkeybord-config. For debian
strtech, I hope it will be included in 9.2 (already fixed in debian
unstable and testing).
