Hi Ashik,
you can use it, it could be used for Academic and research purpose as you
wish,
Problem comes when you use for "Commercial purpose" !!!
look at the data, if you think, some thing could be done with data for
commercial purpose,
then query with tto office. They will be enough accommodative for start ups.
Institute and TTO are non-profit organisation, but it needs to generate
money to do  sustainable research.
