<p dir="ltr">I believe you were talking about the software named iCafe. It's not from any govt. organization I believe. It's from a third party, who earns huge just from the ads displayed in that application. That one is written in .net</p>
<p dir="ltr">I think the police department supported that app, because of its various monitoring features. And they think its effective in keeping track of the users in cafe!</p>
<p dir="ltr">The problem of that app is that, there are lots of ads shown in that app which are fetched directly from the servers, which increases the internet bandwidth usage. And sometimes the speed of the system is affected too.</p>
<p dir="ltr">So, if you were able to develop such a monitoring application minus the ads, then it would be a big hit. And it would definitely replaces the pirated versions of Windows in internet cafes with the Linux variants.</p>

One of the main problems was that there was some Government software which they had installed in order to monitor all the traffic coming from within the cafe. This was mandatory for the operation of an internet cafe and that software did not have Linux support. I did not follow up further on this.</p>
