[smc-discuss] Payyans update

As was requested by Sebin yesterday, I have updated Payyans code to give it
Unicode to Ascii functionality as well...

Problems with this version:
1. Some koottaksharams are not rendered correctly. (The map maps/revathi.map
has to be appended with the appropriate characters. I have no idea where to
find them)
2. I haven't handled atomic chillus...

Reference text is attached. The command syntax has been slightly modified to
incorporate new feature. --help should clear up any doubts.

Please test and provide ur feedback.
