Once in a while I get the request to display vowel sign or anuswara
sign independent of any consonant. My understanding was that
<non-breaking-space, combining mark> will do the trick. Apparently, that
does not in Windows XP where I tried. The dotted circle is always there. Is
this a bug or lack of specs?
Also, there is need for writing indic combining marks independent without a
space before it. Please see this dictionary

The highlighted cluster is <Malayalam U, en dash, Malayalam anuswara>.

Typical way to do this is space+zwj+vowel-sign/anusvaram/visargam. We
have implemented this, and I believe its already part of the Unicode
standard.
