I have updated the Wiki

I have also taken the files
     *  kwin_clients
    * kwin_effects

for translation

The entry for kcmkwin rules was there at the beginning of this times
KDE localisation itself, ie, around last 2 months. I think Nishan had
taken the file last time. So if he has not made any progress in it I
guess Pratheesh can go ahead with it.

I hope everyone refers the wik before taking any file
