You can find the translation guidelines at
http://wiki.smc.org.in/Translation_Guidelines (I missed this URL in my
earlier email. This article clearly explains the steps you have to
follow)

You can also use gedit or any text editor which supports unicode, but
using a translation tool may make things much easier( Eg.  transaltion
suggestions, progress, automatically filling meta data). The popular
translation tool for GNOME is poedit(as Ershad mentioned). If you are
using KDE, then you can use lokalize.
