Please ensure that there are no hindrances in you doing that before
the completion of the process that leads to a Ph.d being conferred.
Systems in India do sometimes end up having clauses that prohibit the
publishing of the thesis report as a publicly available resource. An
extended abstract however, does not attract such clauses.

The idea is interesting but no one would desire that your efforts
towards a Ph.d be suddenly impacted due to making available the report
immediately after the open defense.
