To my knowledge there is no such restriction in the case of University of
Kerala, where Deepa submitted the thesis. Some of my friends who did PhD in
kerala university published their thesis after the award of degree. Even
some MPhil students also. If one can publish the thesis with a publisher of
his/her choice then he/she can make it as an open document.
