mono is just one of the many .Net runtimes. On Windows you can use
either mono or Microsoft's .Net runtime. There is also Portable DotNet
runtime from dotGNU project (Gopal V is a core developer of this
project).

But mono has developed some libraries which are not available in
Microsoft .Net like gtk#, so if your application is written using gtk#
then on Windows you will have to use mono.

Microsoft has patents on .Net technology and you have no idea when
they will sue someone. If you take pat example of FAT file system.
They kept quite for many years till every body started using FAT (like
in SD cards, USB sticks, Cameras, GPS devices). Once it is so common
they filed case against a GPS company Tom Tom for using FAT file
system implemented in linux kernel.
