This does not need any change in kernel. For vitual terminals
(ctrl+alt+f1 ...) you will need changes in kernel driver. It could be
a different driver too. In Free Software you don't need anybody's
blessings, they can maintain it separately - out of tree - there are
so many such drivers - though it is preferable to be in upstream.

If they are reinventing the whole responsibility lies with IIT Madras.
But they are not.
