Tamil Nadu government did that on Flimsy grounds. Just like the central
government, Tamil Nadu government too piggybacked on ASCII. They didn't make
it from scratch. And they too followed the cathedral-style development (c.f.
"The Cathedral and the Bazaar").

The challenges faced while replacing an existing Goliath (symbolising ANSI
or the Unicode consortium, which follows the cathedral style) will be very
high for our new David (Symbolising a free standard by a bazaar-style,
socially committed team). But the benefits will be really high - a neater
and cleaner standard.
