Tamil Nadu gov did not go for it for sake of just opposing ISCII. They have
developed the (at that time all world languages used 7/8 bit codepages,
there was no 16/32 bit) codepage for Tamil which suits the Tamil data
handling very smartly. It was well researched by the Tamil community, not
only from Tamil Nadu, but from Sri-lanka, Malaysia, Hongkong, etc. Tamil
Nadu gov was just one of the party in that consortium and they have the
power to implement it in Tamil Nadu state. All other Tamil communities
around world also have taken this as their standard.
