[FIX #7] Remove chandrakkala positioning rules from dotreph positioning lookup

[FIX #7] Chandrakkala positioned before consonant wrongly in InDesign.
Issue seems to be due to the Mark to Base positioning of Chandrakkala (xx). InDesign is clearly at fault here. But only Meera has this lookup abvm_chandrakkala and based on the comment in the
commit it introduced (2d24322c7aad8b74), it could be safely removed. Tested with Harfbuzz, Uniscribe and InDesign
