hi,

actually i wrote a nice and good reply for all your points and the
browser crashed. So i will write in detail later on. Sending the
algorithm as a paper for any conference is not a tough thing. As far
as i know, all conferences will accept paper from anybody(though on
some there is a chance for an internal politics).

Then about public license, i just generalised the case, here it is not
that applicable. Then using something as a standard is all takes
time.

So, it will be better to contact the ieee, branch or some good
teachers for help.
